Of those, 35 percent were new consumers, and 65 percent renewed coverage.

Week two of open enrollment saw another 500,000-plus consumers select plans in the federal marketplace, bringing the total for the first two weeks to over 1 million, according to the Centers for Medicare and Medicaid Services.

Of those, 35 percent were new consumers, and 65 percent renewed coverage. The latter figure includes those who were automatically re-enrolled into their current plan or another plan with similar benefits.

In addition, close to 900,000 consumers submitted applications, bringing the total number of submissions since open enrollment began to 2 million, according to CMS.

Since open enrollment began November 1, more than 5 million people have been on the healthcare.gov website, and more than 2 million people have been "window shopping" at HealthCare.gov or CuidadoDeSalud.gov, according to CMS.

During the first week, 543,948 new plans were selected, with 34 percent of those representing new consumers to the health insurance marketplace and 66 percent renewing coverage.

Comparisons between this year and last year are difficult to make, CMS said, partly because the Thanksgiving holiday fell during the second week of last year's open enrollment period.

The 38 states that use the healthcare.gov platform included those that use the federally-facilitated marketplace, state partnership marketplaces and some state-based marketplaces.
